Having a concern connects with those who share the concern.

Encode means to set rules, laws, and principles for having a concern, accepting existing relationships, and monitoring everyone's behavior.
2-11 Includes
Desired benefit(s) consider possible benefits, then lists what they are.
2-8-14 Infers
Infer means probably true. What benefit is desired? Its (or their) meaning is acknowledged, and methods are chosen to make it (or them) happen.
3-12 Reasons
What is the goal? Evaluate it, then choose the objective(s) that lead to the goal.
3-9-15 Maps
Mind asks the same question: What is the goal? But equality is the parameter, and priorities are set according to equality. Thwere is no space for prejudice
4-13 Defines
What means are available? Truth defines meaningful behavior, which should be monitored for truth.
But how is truth defined?
4-10-16 Apply
Again the Mind asks the same question: What means are available? Additional questions need to ba asked. Does anyone or anything share the concern? Will they commit? The answers validate means sharing and commitment.
5-14 Apply
What methods are available? Of meaningful methods, choose.
5-11-17 Proves
Again, what methods are available? List their benefits, solve that particular situation.
6-15 Focuses
What's wanted? Not wanted? Decide wise priorities, and focus on them.
6-12-18 Resolves
What is wanted? Not wanted? Carefully choose objectives that reveal truth.
REVEAL TRUTH.
7-16 Relevant
Accept relationships that will commit.
8-17 Rational
Acknowledge the meaning of real solutions and solve situations. Situations are concerns, and a concern can be anything— concrete, abstract, or both.
9-17 Solidifies
Build equality, but equality means different things to different people. Was the concern based on denial, prejudice, or truth? This process is supposed to reveal truth, but if denied or victim to prejudice, the bias is maintained.
